Source: SBS News \/ Getty<\/span><\/figcaption><\/figure><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Australia\u2019s migration system is set for an overhaul after \u00a0<a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways css-16ql34u\" style=\"color: #000000;\" href=\"https:\/\/www.sbs.com.au\/news\/article\/key-takeaways-from-the-migration-review\/vz8x7t0t7\" target=\"_blank\" rel=\"noopener\" data-layer-event-source=\"{&quot;action&quot;:&quot;click&quot;,&quot;eventName&quot;:&quot;clickSource&quot;}\" data-testid=\"internal-link\">a 186-page review released last week <\/a>\u00a0warned it is \u201cnot fit for purpose\u201d and risks exploitation of temporary workers.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">Home Affairs Minister Clare O\u2019Neil made two announcements off the back of it, and those keen to secure an Australian visa are hoping to hear more in the federal budget on 9 May.<\/span><\/div>\n<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<h3><strong><span style=\"font-size: 16px; color: #000000;\">What visa changes have already been announced for 2023-24?<\/span><\/strong><\/h3>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">Citizenship pathway for New Zealanders<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div><span style=\"font-size: 16px; color: #000000;\">From 1 July 2023 (the start of Australia\u2019s financial year), New Zealanders who have been living in Australia for four years or more will be eligible to apply directly for Australian citizenship. They will no longer need to first apply for and be granted a permanent visa.<\/span><\/div>\n<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">The changes apply to New Zealand citizens holding a Special Category (subclass 444) visa (SCV) who arrived here after 26 February 2001. Those who are long-term residents will be able to have their period of permanent residence backdated.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">The New Zealand stream of the Skilled Independent (subclass 189) visa is currently closed to new applications and will permanently close on 1 July.<\/span><\/div>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">New visa for Pacific migrants<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div><span style=\"font-size: 16px; color: #000000;\">A new visa will be introduced, providing 3,000 places for eligible migrants from Pacific countries and Timor Leste.<\/span><\/div>\n<div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Spots for the Pacific Engagement visa (PEV) will be allocated by a ballot process each year, and those selected will be able to apply for permanent residence in Australia.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">Applications will be able to be lodged online from July.<\/span><\/div>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">Changes to student visas<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">In an effort to address workforce shortages, student visa work restrictions were relaxed throughout the COVID-19 pandemic and removed last January. This allowed primary and secondary student visa holders to work over the usual limit of 40 hours per fortnight.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">But from 1 July, \u00a0<a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways css-16ql34u\" style=\"color: #000000;\" href=\"https:\/\/www.sbs.com.au\/language\/filipino\/en\/article\/from-july-1-a-working-hour-cap-will-be-reimpose-on-international-students-some-are-calling-it-unfair\/acdfpn70f\" target=\"_blank\" rel=\"noopener\" data-layer-event-source=\"{&quot;action&quot;:&quot;click&quot;,&quot;eventName&quot;:&quot;clickSource&quot;}\" data-testid=\"internal-link\">student visa work restrictions will be re-introduced <\/a>\u00a0and capped at an increased rate of 48 hours per fortnight.<\/span><\/p>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Also from this date, some holders of subclass 485 Temporary Graduate visas will be able to stay in Australia for a longer period.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">The extension means a stay period of four years for Bachelor&#8217;s degree graduates (up from two years), five years for Master&#8217;s degree graduates (up from three) and six years for doctoral graduates (up from four).<\/span><\/div>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">Changes for Working Holiday Makers<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">A concession allowing Working Holiday Makers (WHMs) to work for the same employer or organisation for longer than six months without requesting permission will also end on 1 July. The six-month working limitation was temporarily relaxed in January 2022 to address labour shortages during the pandemic.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">Any work that is carried out before 1 July will not be counted towards the six-month limitation period. This means WHMs can work for any employer for up to an extra six months even if that work started before 1 July.<\/span><\/div>\n<div class=\"MuiBox-root css-exul89\">\n<h3><strong><span style=\"font-size: 16px; color: #000000;\">What other upcoming immigration changes do we know about?<\/span><\/strong><\/h3>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">The<\/span><\/p>\n<div class=\"MuiBox-root css-68lxg3\" data-layer-event-source-placement=\"body\" data-layer-event-source-title=\"embeded link\" data-layer-event-source-type=\"embeded link\"><span style=\"font-size: 16px; color: #000000;\"><a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways css-16ql34u\" style=\"color: #000000;\" href=\"https:\/\/www.homeaffairs.gov.au\/reports-and-publications\/reviews-and-inquiries\/departmental-reviews\/migration-system-for-australias-future\" target=\"_blank\" rel=\"noopener noreferrer\" data-layer-event-source=\"{&quot;action&quot;:&quot;click&quot;,&quot;eventName&quot;:&quot;clickSource&quot;}\" data-testid=\"external-link\">\u00a0review of Australia\u2019s migration system<\/a><\/span><\/div>\n<p><span style=\"font-size: 16px; color: #000000;\">, led by former public service boss Martin Parkinson, found that while some aspects are performing well, key areas are \u201cbroken\u201d.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">It delivered 38 \u201creform directions&#8221; for the government to consider and<\/span><\/p>\n<div class=\"MuiBox-root css-68lxg3\" data-layer-event-source-placement=\"body\" data-layer-event-source-title=\"embeded link\" data-layer-event-source-type=\"embeded link\"><span style=\"font-size: 16px; color: #000000;\"><a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways css-16ql34u\" style=\"color: #000000;\" href=\"https:\/\/www.sbs.com.au\/news\/article\/key-takeaways-from-the-migration-review\/vz8x7t0t7\" target=\"_self\" rel=\"noopener\" data-layer-event-source=\"{&quot;action&quot;:&quot;click&quot;,&quot;eventName&quot;:&quot;clickSource&quot;}\" data-testid=\"internal-link\">Home Affairs Minister Clare O\u2019Neil has so far made two announcements.<\/a><\/span><\/div>\n<\/div>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">Migrants will need to earn more<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Firstly, the minimum salary an applicant needs to receive sponsorship from an employer from 1 July has increased.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">The Temporary Skilled Migration Income Threshold (TSMIT) has not been raised since it was frozen at $53,000 a decade ago. It will jump to $70,000, where it would have been without the freeze.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">\u201cThis is the first increase to the TSMIT in a decade. It is a down payment on the type of migration system the Albanese government wants to build,\u201d Ms O\u2019Neil said in a statement on the day the review was released.<\/span><\/div>\n<ul>\n<li>\n<div class=\"MuiBox-root css-exul89\">\n<h4><span style=\"font-size: 16px; color: #000000;\">Skilled workers will have a pathway to permanent residency<\/span><\/h4>\n<\/div>\n<\/li>\n<\/ul>\n<div><span style=\"font-size: 16px; color: #000000;\">Secondly, the government said it would also provide all skilled temporary workers with the opportunity to apply for permanent residency by the year\u2019s end.<\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\"><figure id=\"attachment_113242\" aria-describedby=\"caption-attachment-113242\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.sbs.com.au\/news\/article\/australian-visa-changes-for-2023-2024\/8oypo0xui?dlb=[2023\/05\/04]%20del_newsam_bau_02&amp;did=DM24303&amp;cid=sbsnews:edm:acnewsam:relation:news:na:na\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-113242 size-full\" src=\"https:\/\/images.sbs.com.au\/eb\/68\/b280cbbe4ebdbd0150f7e6d8d0bf\/20221208001740114701-original.jpg?imwidth=1280\" alt=\"Fr. Shamindra Jayawardane\" width=\"600\" height=\"400\" \/><\/a><figcaption id=\"caption-attachment-113242\" class=\"wp-caption-text\"><span style=\"font-size: 16px; color: #000000;\">Home Affairs Minister Clare O&#8217;Neil Source: AAP \/ Lukas Coch<\/span><\/figcaption><\/figure><\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Former deputy secretary of Australia&#8217;s immigration department Abul Rizvi said both changes are positive.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">\u201cI think the clearing of the pathways to permanent residence for skilled temporary entrants is indeed a good step.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Referring to the TSMIT increase, Mr Rizvi said holding the minimum salary since 2013 was a \u201cpoor decision\u201d that led to negative outcomes for migrants and Australians.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">The migration review \u201ctries to make the system more targeted, more efficient. And I think both of those things can only be good,\u201d he said.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">\u201cI think it also highlights the role of immigration in Australia\u2019s future and that\u2019s also useful.\u201d<\/span><\/div>\n<div class=\"MuiBox-root css-exul89\">\n<h3><strong><span style=\"font-size: 16px; color: #000000;\">What visa changes will be announced in the budget?<\/span><\/strong><\/h3>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Mr Rizvi said the review and wider strategy has implications for the upcoming federal budget.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">\u201cI think it\u2019s likely there will be further announcements in the budget,\u201d he said.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">But any changes will take time, he added.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">\u201cI think what we can expect \u2026 is even further changes beyond that [the budget] as the government works out the details of how to implement some of the recommendations.\u201d<\/span><\/div>\n<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">In his government&#8217;s first budget in October, Prime Minister Anthony Albanese<\/span><\/p>\n<div class=\"MuiBox-root css-68lxg3\" data-layer-event-source-placement=\"body\" data-layer-event-source-title=\"embeded link\" data-layer-event-source-type=\"embeded link\"><span style=\"font-size: 16px; color: #000000;\"><a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways css-16ql34u\" style=\"color: #000000;\" href=\"https:\/\/www.sbs.com.au\/news\/article\/visa-changes-in-australia-federal-budget-explained\/f9ipn0r1z\" target=\"_self\" rel=\"noopener\" data-layer-event-source=\"{&quot;action&quot;:&quot;click&quot;,&quot;eventName&quot;:&quot;clickSource&quot;}\" data-testid=\"internal-link\">made changes to the country\u2019s migration program<\/a><\/span><\/div>\n<p><span style=\"font-size: 16px; color: #000000;\">that included an additional $576 million over four years to the Home Affairs department for activities including visa processing.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">Mr Rizvi said that increase should be continued on an ongoing basis.<\/span><\/p>\n<\/div>\n<div><span style=\"font-size: 16px; color: #000000;\">\u201cThat\u2019s certainly something I\u2019ll be watching out for,\u201d he said.<\/span><\/div>\n<div class=\"MuiBox-root css-exul89\">\n<h3><strong><span style=\"font-size: 16px; color: #000000;\">What else did the migration review recommend?<\/span><\/strong><\/h3>\n<\/div>\n<div>\n<p><span style=\"font-size: 16px; color: #000000;\">The review found Australia\u2019s migration program is failing to attract the most highly-skilled migrants and enable businesses to efficiently access workers.
