In 2019, just as Australia\u2019s international student numbers were peaking, we read multiple media reports on how private \u2018ghost colleges\u2019 providing fake diplomas were targeting international students from India.<\/span><\/p>\n

\u201cIndian students are being exploited to the hilt.. out of which a large proportion was from Punjab\u201d<\/em>, Chandigarh-based education agent Avtar Gill\u00a0told SBS<\/a>.<\/span><\/p>\n

Gill claimed the common thread behind the rampant rorting is the increased privatisation of the sector.<\/span><\/p>\n

<\/p>\n

\u201cTo be honest privatisation does not suit the VET sector. At the very least, the government must ensure the gaps in the system are sealed and that is only possible when they start conducting repeated physical raids on the premises of such private to ensure they are not operating as ghost colleges\u201d<\/em>.<\/span><\/p>\n

\u201cOtherwise, scammers like Mr Singh would continue to ruin the future of students\u201d<\/em>, he added.<\/span><\/p>\n

Former High Court justice, Ian Callinan, also\u00a0claimed in 2019<\/a>\u00a0that the surge in bridging visa applications to the Administrative Appeals Tribunal (AAT) was being fuelled by organised criminals using\u00a0\u201cghost colleges\u201d<\/em>\u00a0offering\u00a0\u201cfake vocational training prog\u00adrams\u201d<\/em>.<\/span><\/p>\n

This view was confirmed by the regulator of the higher education industry \u2013 the Australian Skills Quality Authority (ASQA) \u2013 who\u00a0warned<\/a>\u00a0that criminals using\u00a0\u201cghost colleges\u201d<\/em>\u00a0offering\u00a0\u201cfake vocational training prog\u00adrams\u201d<\/em>\u00a0were driving bridging visa applications to the AAT.<\/span><\/p>\n

Dr Bob Birrell from the Australian Population Research Institute likewise\u00a0accused<\/a>\u00a0private \u201cghost colleges\u201d of opening \u201cshopfronts\u201d in Melbourne offering cheap business and IT courses that provide the minimum requirements for a skilled visa application, aimed primarily at students from South Asia.<\/span><\/p>\n

\u201cIt has little to do with the excellence of the education that\u2019s offered here\u201d<\/em>, Birrell said.<\/span><\/p>\n

\u201cIt seems to be effectively selling access to jobs and \u00adpermanent residence\u201d.<\/em><\/span><\/p>\n

Fast forward to 2023 and student visa arrivals have soared to record levels, which is fuelling Australia\u2019s unprecedented net overseas migration:<\/span><\/p>\n

\"elanka\"<\/a><\/span><\/p>\n

This surge in international students is being driven by Indians taking advantage of Australia\u2019s expanded work rights and longer period of residency post graduation.<\/span><\/p>\n

Like d\u00e9j\u00e0 vu, a\u00a0parliamentary inquiry<\/a>\u00a0has heard of private vocational education and training (VET) providers collaborating with unregulated international education agents to steal students from prestigious public institutions for large commissions, to sell work visas, and construct \u201cghost colleges\u201d where students do not attend classes but are awarded degrees.<\/span><\/p>\n

\u201cYear after year, nothing seems to happen. Home affairs isn\u2019t even enforcing the current rules, let alone new rules\u201d<\/em>, Labor MP Julian Hill told the inquiry.<\/span><\/p>\n

\u201cAll the evidence we get is you don\u2019t regulate quality, you regulate the ecosystem around the provider, police paperwork, you have no line of sight to the quality of the graduates which are being produced from these institutes\u201d.<\/em><\/span><\/p>\n

\u201cI could see from the inside how unethical the entire operation is\u201d<\/em>, a former teacher who taught English at a private educational institute with campuses across Australia said in comments separate to the inquiry.<\/span><\/p>\n

\u201cThe agents act as the sketchy middle point \u2026 they find students \u2013 friends, friends of friends, and shuffle them to Australian offices who shuffle them to the courses\u201d.<\/em><\/span><\/p>\n

\u201cThey\u2019re not concerned about the quality of the course, they just take a massive cut\u201d.<\/em><\/span><\/p>\n

The existing regulatory structure is failing, according to Menelaos Koumides, managing director of the Australian Academy of Vocational Education and Trades.<\/span><\/p>\n

\u201cWe see institutes that we think really should not be here \u2026 they\u2019re highly competent in licensing requirements [and they\u2019re] gaming the system\u201d<\/em>, Koumides said.<\/span><\/p>\n

\u201c[There are] blow-outs in agent\u2019s commissions \u2026 98% of students are going through agents \u2026 these are all consequences of a regulatory system \u2026 that was never fit for purpose.\u201d<\/em><\/span><\/p>\n

Koumides claims students were receiving automatic passes with minimal study requirements.<\/span><\/p>\n

\u201cIt\u2019s not fit for purpose when it comes to quality, it never was\u201d.<\/em><\/span><\/p>\n

All of this comes on the back of\u00a0recent comments<\/a>\u00a0from International Education Association of Australia CEO Phil Honeywood, who claimed Australia\u2019s international education system has become a \u201cPonzi scheme\u201d for enticing non-genuine students through migration pathways.<\/span><\/p>\n

Honeywood said sometimes money was being\u00a0\u201chanded in an envelope under the table\u201d<\/em>\u00a0to agents who directed young people into courses.<\/span><\/p>\n

\u201cThese agents need to be regulated\u201d<\/em>, he told Guardian Australia.\u00a0\u201cIt\u2019s not hard to do but they\u2019ve been getting away with it for two decades\u201d.<\/em><\/span><\/p>\n

We have been here time and time again.<\/span><\/p>\n

More than a decade ago, Australia experienced a\u00a0massive boom<\/a>\u00a0in Indian students enrolled in dodgy VET courses like hairdressing, many of whom went on to receive permanent residency.<\/span><\/p>\n

Private colleges and agents operated as \u2018middlemen\u2019 for Australia\u2019s immigration system back then, as they do now, clipping the ticket on people wanting to exploit student visas as a backdoor to work rights and permanent residency.<\/span><\/p>\n

Back then, like now, the Indian cohort remains both a prominent consumer and a victim of this flawed system.<\/span><\/p>\n
