QUESTION BEFORE AZERBAIJAN CLIMATE MEET – By N.S.Venkataraman<\/strong><\/span><\/h2>\n

\"N.S.Venkataraman\"The next global climate meet\u00a0 (COP 29)\u00a0 is scheduled to take place in Azerbaijan in November, 2024.\u00a0<\/u><\/u><\/span><\/p>\n

While global climate meetings\u00a0 have \u00a0taken place 28 times so far in different countries, these meetings have been marked by\u00a0 much fanfare,\u00a0 tall talk, impressive targets\u00a0 and\u00a0 some action plans too, \u00a0particularly with regard to funding\u00a0 by developed countries to less developed countries.<\/u><\/u><\/span><\/p>\n

Rising global temperature :<\/u><\/strong><\/u><\/u><\/span><\/p>\n

However, \u00a0the ground reality is that \u00a0in spite of such deliberations and action plans initiated during the global climate meetings , the global temperature is continuing to increase .\u00a0 As a result, erratic climatic and weather conditions are already witnessed in several parts of the \u00a0world.\u00a0 It is now predicted by World Meteorological Organisation\u00a0 (WMO)\u00a0 that the world would witness record high temperature that\u00a0 will be above the 1991 \u2013 2020\u00a0 reference period until \u00a0\u00a0\u00a0the year 2028.\u00a0 The global mean near surface temperature for each year between 2024 and 2028\u00a0 is predicted to be between 1.1 deg.C\u00a0 and 1.5 deg.C. higher than the\u00a0 average over the years 1850\u00a0 to 1900.\u00a0 Such\u00a0 figures send\u00a0 alarming signals,\u00a0 that the world should be concerned \u00a0about.<\/u><\/u><\/span><\/p>\n

Several global climate meets that have taken place with participation from Presidents and Prime Ministers from different continents have not\u00a0\u00a0 resulted in any improvement in combating the climate change crisis .\u00a0\u00a0 In such conditions, the forthcoming Azerbaijan climate meet may be viewed with scepticism and lack of confidence by the people across the world.\u00a0<\/u><\/u><\/span><\/p>\n

Need to reduce consumption\u00a0 of fossil fuel:<\/strong><\/span><\/u><\/u><\/span><\/p>\n

The essential requirement to overcome the climate crisis\u00a0 is that the global \u00a0temperature rise has to be curbed drastically and ultimately stopped. There is universal agreement that the increasing emission of carbon dioxide, sulphur dioxide, nitrous oxide and methane are the primary reasons for the temperature increase. Emission of such noxious gases happen due to the use of fossil fuel such as coal and crude oil and methane emission from the livestock, \u00a0\u00a0from crop lands\u00a0 such as flooded paddy cultivation which create methane emission through the decomposition of organic materials\u00a0 . The essential requirement is that the consumption and production of fossil fuels have to be significantly brought down immediately.\u00a0 This is not happening.<\/u><\/u><\/span><\/p>\n

Tall targets to cut emission and little progress :<\/strong><\/span><\/u><\/u><\/span><\/p>\n

In the Paris Climate Meet , Glasgow Climate Meet and\u00a0 subsequent meeting, several countries have promised to curb emission and achieve zero emission level , \u00a0\u00a0with a time frame indicated by different countries as their target. While\u00a0\u00a0 targets have been fixed, nothing worthwhile has happened so far to reduce the consumption of fossil fuel\u00a0 by these countries. .\u00a0 On the other hand, production and use of coal and crude oil have been steadily increasing.<\/u><\/u>\u00a0<\/u><\/u><\/span><\/p>\n

The countries that produce crude oil in massive quantity such as Russia, Saudi Arabia, USA and others are\u00a0 unwilling to reduce the production of crude oil, as\u00a0\u00a0 they claim\u00a0\u00a0 that their reducing the production would adversely impact their national economy. In almost the same way, the countries using coal\u00a0 and crude oil \u00a0in massive quantity like India, China, Indonesia and others are unwilling to reduce the consumption of coal\u00a0 and crude oil , \u00a0claiming that reduction in the consumption of coal \u00a0\u00a0and crude oil would affect the economic growth of their countries\u00a0 .\u00a0 Obviously, the fossil fuel producing and consuming countries think that the objective \u00a0to achieve the goal of reducing emission would undermine the other objective of sustaining \u00a0\u00a0the economic growth.<\/u><\/u><\/span><\/p>\n

The net result is that neither the producers of crude oil and coal nor the consumers of crude oil and coal\u00a0\u00a0 are willing to depart from their\u00a0\u00a0 present position. In other words, the promises to achieve zero emission\u00a0 by different countries by curbing the production and consumption of fossil fuel sound hollow\u00a0 now.\u00a0<\/u><\/u><\/span><\/p>\n

Other options :<\/u><\/strong><\/u><\/u><\/span><\/p>\n

There are alternative \u00a0\u00a0eco friendly options\u00a0 to substitute use of fossil fuel for energy and feedstock use. However, such options which include use of \u00a0green hydrogen, generation of renewable power\u00a0 ( solar , wind and hydro power ) , use of bio fuel, nuclear energy \u00a0\u00a0have limitations and\u00a0 they cannot be adequate in quantitative term , to substitute the fossil fuel in a large way.\u00a0 In the case of green hydrogen, there are \u00a0issues with regard to the production cost due to various factors .\u00a0 Further, \u00a0the requirement of green hydrogen to substitute use of fossil fuel is so large, \u00a0that there would not be adequate availability of renewable power to produce green hydrogen..\u00a0<\/u><\/u><\/span><\/p>\n

In such situation, what is the way out to combat\u00a0 the climate change threat ?<\/u><\/u><\/span><\/p>\n

Need for emission reduction without impacting economic growth<\/u><\/strong><\/u><\/u><\/span><\/p>\n

The solution for the vexed problem can be found only by reducing the demand for fossil fuel such as coal and crude oil, so that the consumption of fossil fuel would come down leading to reduction in the emission of noxious gases.<\/u><\/u><\/span><\/p>\n

The question is how to reduce the demand \/ consumption , without affecting economic growth.<\/u><\/u><\/span><\/p>\n

The only way seems to be to gradually and steadily reduce the global population , that would contribute to reduction in the energy consumption.\u00a0 It is seen that in some parts of the world , hunger is still prevalent which is largely due to the high level of population with little efforts to check the population growth.<\/u><\/u><\/span><\/p>\n

Reducing the consumption of fossil fuel mean that the global population has to be gradually decreased to manageable level.<\/u><\/u><\/span><\/p>\n

Increasing world population\u00a0<\/u>:<\/strong><\/u><\/u><\/span><\/p>\n

In the year 1960, the world population was 3.3. billion.\u00a0 The population increased to 6.15 billion in the year 2000\u00a0 and further increased to 7.97 billion in the year 2022.\u00a0 The average annual growth rate was around 1.6%\u00a0\u00a0 According to\u00a0\u00a0 several studies, it is said that at the present level of population growth , the world population would be as high as around 10 billion by \u00a0the\u00a0 year 2060.<\/u><\/u><\/span><\/p>\n

Such population growth could create unmanageable scenario with regard to consumption of fossil fuel and generation of noxious emissions.\u00a0 It would lead to \u00a0steep rise in global temperature, \u00a0if the growth \u00a0in the global population were to remain unchecked.<\/u><\/u><\/span><\/p>\n

Azerbaijan Climate Meet should focus on the grim population issue :<\/u><\/strong><\/u><\/u><\/span><\/p>\n

The past\u00a0 28 global \u00a0climate meetings\u00a0 (COP )\u00a0\u00a0 have not improved the climate conditions. instead , over the years , the global climate crisis is becoming more intense.<\/u><\/u><\/span><\/p>\n

While technology efforts should continue to identify and promote eco friendly energy source, the problem is too serious and calculated risk cannot be taken.<\/u><\/u><\/span><\/p>\n

Under the circumstances, the only way out is that global population reduction target should be fixed and\u00a0\u00a0 over populated developing countries should be\u00a0 firmly asked to reduce the\u00a0 population growth. Possibly, the developed countries can provide technological and financial support to over populated developing\u00a0 countries \u00a0to reduce the\u00a0 population and\u00a0 steadily bring down the population density.<\/u><\/u><\/span><\/p>\n

To ensure that the Azerbaijan climate Meet would not become a\u00a0 routine exercise , as it seems to have happened with regard to the earlier global climate meetings, the participants in the Azerbaijan climate meeting should take the bull by the horns\u00a0 and arrive at a population reduction target for the world. This seems to be the ultimate solution to check the emission levels and\u00a0\u00a0 prevent\u00a0 global climate crisis.<\/span><\/p>\n
