CLIMATE MEET COP 29 – SIGN OF HOPE OR DESPAIR – By N.S.Venkataraman<\/span><\/h2>\n

\"CLIMATE<\/p>\n

 <\/p>\n

\"N.S.Venkataraman\"The forthcoming Climate Meet COP 29 that would take place from\u00a0\u00a0November,9 to November,22 at Azerbaijan\u00a0 does not seem to have created any euphoria . On the other hand, there is considerable skepticism about the outcome of the COP 29 , considering the outcome\u00a0 of the \u00a0earlier \u00a028 climate meets in different countries .<\/span><\/p>\n

Has anything changed ?<\/u><\/span><\/strong><\/p>\n

The ground reality is that\u00a0 nothing much has changed over\u00a0 the years and global warming continue to take place,\u00a0 causing severe and unexpected\u00a0 weather changes and several other adverse impacts on climate<\/span><\/p>\n

One cannot but get an impression that the climate meets have become \u00a0sort of annual ritual\u00a0 , marked by loud claims , high level of promise\u00a0\u00a0 and\u00a0 particularly with focus\u00a0 by \u00a0developing countries demanding fund support from developed countries\u00a0 to implement eco friendly measures\u00a0 to protect global climate.<\/span><\/p>\n

It is well recognized that to protect the global climate , emission of noxious gases\u00a0 such as carbon dioxide, nitrous oxide, sulphur dioxide, methane \u00a0gas have to be curbed and ultimately eliminated\u00a0 to get zero emission .\u00a0 The first requisite to achieve such drastic reduction in the emission of noxious gases is that the consumption of fossil \u00a0fuel such as coal, crude oil have to be slashed down and \u00a0ultimately stopped .\u00a0 This is not happening.<\/span><\/p>\n

Ambitious targets going for a toss :<\/u><\/span><\/strong><\/p>\n

Several countries have fixed target for themselves to achieve zero\u00a0 emission in time bound schedule,\u00a0 with India \u00a0promising that it would achieve zero emission by \u00a0\u00a0the year 2070\u00a0 while China \u00a0fixed the deadline of year 2050\u00a0 and\u00a0 various other schedule by different countries.<\/span><\/p>\n

While such ambitious targets have been fixed to achieve zero emission , the ground reality is that these promises have not been followed by reduction in the production and use level of coal , crude oil, natural gas and reduction in the emission of methane gas from livestock.\u00a0 Neither\u00a0 the producers of fossil fuel are reducing production nor the consumers of fossil fuel are reducing consumption over the years.\u00a0 On the other hand, consumption of fossil fuel like coal have been steadily increasing,\u00a0 in spite of the promises made during climate meets by different countries.\u00a0 In such circumstances, one gets an impression that all tall promises to reduce emission have been made in vacuum.<\/span><\/p>\n

Can use of fossil fuel be entirely eliminated ?<\/u><\/span><\/strong><\/p>\n

It is now well recognized\u00a0 that the substitute\u00a0 for \u00a0fossil fuel\u00a0 for energy generation\u00a0 are alternate eco friendly energy source such as renewable energy from solar, wind and hydro \u00a0, increasing production of green hydrogen , increasing the production of biofuel etc.\u00a0 But, the development and production of the alternate eco friendly energy source are slow and nowhere near the level\u00a0 required for \u00a0matching the need.\u00a0 It is mainly due to several issues with regard to alternate energy source such as high production cost of green hydrogen\u00a0 produced from water source and limitations in wind , solar and hydro power due to seasonal factors and uneconomic capacity utilization as well as curtailment of methane gas emission not happening as livestock population\u00a0 cannot be reduced.\u00a0 While alternate energy source is much needed and should be developed with utmost efforts, still alternate energy source cannot significantly reduce the demand for fossil fuel ,particularly since the\u00a0 energy demand\u00a0\u00a0 and consequent demand for fossil fuel\u00a0 are steadily increasing.<\/span><\/p>\n

Why not reduce energy demand ?<\/u><\/span><\/strong><\/p>\n

One solution on which the climate meets are not focusing is with regard to the possibility of steady reduction in the energy demand , \u00a0so that\u00a0 the\u00a0 demand for fossil fuel can be brought down.\u00a0 Of course, developing countries would \u00a0particularly object to the reduction of energy demand, \u00a0as it would adversely impact the industrial and economic growth of the countries.\u00a0<\/span><\/p>\n

Alternately, the demand\u00a0 for energy can be brought down by optimization of energy utilization by technological advancements\u00a0 and development of \u00a0non energy intensive products and services.\u00a0 However. \u00a0\u00a0this can be done only to a limited extent with no significant impact on the overall demand for fossil fuel.<\/span><\/p>\n

Target population\u00a0 to \u00a0reduce energy demand:<\/u><\/span><\/strong><\/p>\n

Possibly, another way of reducing energy demand is to reduce the global population level.<\/span><\/p>\n

While a few countries such as South Korea, Japan, Russia are concerned about the population level\u00a0 reducing\u00a0 and are taking steps to increase the population by offering special incentives to people, there are countries like India and in Africa where population are steadily increasing. The net result is that the global population is now steadily increasing.\u00a0<\/span><\/p>\n

Since more population means more energy demand and more fossil fuel consumption, the \u00a0COP 29 climate meet should discuss this issue and fix\u00a0 target for level of global population to be reached and to be stabilised\u00a0 at that level.<\/span><\/p>\n

Impact of wars and conflicts<\/u><\/span><\/strong><\/p>\n

Even as all countries are concerned about climate issues\u00a0 and almost all of them are participating in the \u00a0global climate meets, some of the participating countries \u00a0are indulging in bloody conflicts and wars such as the ongoing Russia Ukraine war and the ongoing Israel Hamas war.\u00a0 Further, terrorist activities are also taking place\u00a0 frequently in different locations. All such wars and terrorist\u00a0 activities involve use of missiles, dropping of bombs, shootings , drone attack and so on\u00a0 which cause emission of huge quantity of toxic gases and cause severe atmospheric pollution. It appears that climate meets have not discussed these aspects at all.<\/span><\/p>\n

C O P 29 sign of hope or despair ;<\/u><\/span><\/strong><\/p>\n

The question is whether the forthcoming COP 29 will be more forthright in discussing the issues in depth and calling spade a spade, instead of confining itself to cosmetic discussions.\u00a0<\/span><\/p>\n

Based on the proceedings of the past meets, there is certainly justification to view the forthcoming COP 29 climate meet\u00a0 as sign of \u00a0despair.<\/span><\/p>\n
