Months later, he discovered the agent had vanished, leaving his family in crippling debt and his dreams in ruins. His story is not unique. Across Sri Lanka, countless desperate individuals fall prey to fraudulent migration schemes, losing their life savings in the process.<\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"font-size: 16px; color: #000000;\"><a style=\"color: #000000;\" href=\"https:\/\/thuppahis.com\/2025\/02\/22\/migration-scams-rampant-in-sri-lanka\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-49618 size-full\" src=\"https:\/\/i0.wp.com\/thuppahis.com\/wp-content\/uploads\/2025\/02\/MIGRATON-CARTOON-1.png?resize=768%2C960&amp;ssl=1\" alt=\"elanka\" width=\"600\" height=\"341\" \/><\/a><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>The Rise of Migration Fraud<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Within the districts of Mannar, Mulativu, and Batticaloa, over\u00a0<b>320 million rupees<\/b>\u00a0have been stolen under the guise of issuing visas, highlighting the alarming scale of migration fraud in Sri Lanka. As of\u00a0<b>October 2024<\/b>, as many as\u00a0<b>95 cases<\/b>\u00a0have been lodged with the Special Crimes Investigation Bureau (SCIB), exposing the systemic vulnerabilities that allow fraudulent agents to operate unchecked.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>The\u00a0Sri Lanka Bureau of Foreign Employment\u00a0 (SLBFE)\u00a0reports that over\u00a0300,000 Sri Lankans\u00a0migrated for foreign employment in 2024,<\/strong>\u00a0with many working as construction laborers and domestic workers. As the demand for work and student visas has surged, so too have the tactics of fraudsters exploiting desperate individuals seeking better opportunities abroad.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">A recent survey conducted among individuals planning to migrate for studies found that\u00a0<b>100% of respondents were aware of fraudulent migration agencies<\/b>, primarily through news articles.\u00a0Despite this awareness,\u00a0<b>75% had not verified their chosen agency\u2019s credibility<\/b>,\u00a0highlighting a gap between knowledge and action.\u00a0The most common fraud concerns included\u00a0<b>fake visas, hidden fees, and disappearing agents<\/b>.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>How Scammers Operate<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Fraudulent migration agents use several deceptive tactics to manipulate their victims:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-size: 16px; color: #000000;\"><b>False Promises<\/b>: Guaranteed admissions and high-paying jobs abroad.<\/span><\/li>\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Fake Documents<\/b>: Counterfeit visas, certificates, and contracts.<\/span><\/li>\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Lack of Transparency<\/b>: Hidden fees, vague agreements, and disappearing agents.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">As one victim stated in an interview with a leading newspaper , \u201cWe are already very poor and struggling, and now these people are scamming us\u2026 We don\u2019t have the energy to file complaints and waste any more time. We just hope that God will help us\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">During the 2022 economic crisis, numerous Sri Lankans in the IT sector were lured by high-paying job offers from startup companies, only to be trafficked into organized crime syndicates. Victims were coerced into committing cybercrimes under threats of violence.\u00a0In another instance,\u00a0<b>148 passports<\/b>\u00a0were abandoned at the\u00a0<b>Mattegoda police station<\/b>,\u00a0<strong>left behind by an agent who vanished after scamming<\/strong>\u00a0<strong>clients of\u00a0<\/strong><b>Rs. 260 million<\/b>.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">A major challenge for students migrating abroad is the\u00a0<b>lack of transparency\u00a0<\/b>from agencies, as revealed by a survey conducted among individuals planning to pursue higher studies overseas. Most (67%) were still in the process of researching or applying to universities, indicating the vulnerability of prospective students to misleading claims about guaranteed admissions. The survey also found that while\u00a0<b>33%\u00a0<\/b>learnt of fraudulent migration agencies or scams related to student migration through<b>\u00a0friends or family who were victims<\/b>,\u00a0<b>66%\u00a0<\/b>learnt of them through<b>\u00a0news articles.<\/b><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>Trust and Doubt: The Role of Visa Agents in Study Migration<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Interviews with a few individuals migrating for higher tertiary studies, including Master\u2019s and PhD programs, reveal a strong reliance on personal networks when selecting visa agents. All of them found their agents through\u00a0<b>family or friends<\/b>\u00a0who had previously migrated and, despite not verifying their authenticity, placed confidence in their services based on these referrals.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">One factor that reinforced their trust was the agents\u2019 adherence to legal procedures. For instance, during financial assessments required for visa applications, the agents recommended legitimate methods rather than fraudulent practices such as presenting third-party funds. This transparency reassured the interviewees about the credibility of their agents.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">However, concerns over high service charges emerged. One interviewee noted that the visa application process was extensive, and the agent\u2019s fees were unreasonably high. As a result, they ultimately decided to drop the agent and stated they would not seek their services again in the future. This highlights a recurring issue where trust in visa agents is often built on personal recommendations rather than formal verification, sometimes leading to financial strain or dissatisfaction with the service.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>The Human Cost<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">The consequences for victims extend beyond financial loss.\u00a0Many suffer\u00a0<b>severe emotional distress, legal troubles, and even human trafficking<\/b>. A Sri Lankan housemaid recruited to\u00a0<b>Oman in 2020<\/b>\u00a0was promised a job for a family of four but was instead forced to work for a family of seven under extreme conditions. When her husband complained, she was detained by the agency, unable to communicate with her family due to travel restrictions.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Sri Lankan migrants rescued from cyber scam operations in Myanmar arrive home with support from the International Organization for Migration and GoSL-<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">The\u00a0<b>Sri Lankan embassy in Russia<\/b>\u00a0has warned students about fraudulent education and employment agencies promising jobs on student visas\u2014only to traffic them into Ukraine and other European countries. Similarly, in\u00a0<b>November 2024<\/b>,\u00a0<b>four Bangladeshi nationals<\/b>\u00a0were caught at\u00a0<b>Bandaranaike International Airport<\/b>attempting to leave for India with forged visas provided by a Sri Lankan national.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>Regulatory Failures<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Authorities often shift blame onto victims rather than addressing systemic failures. Despite SLBFE\u2019s role in regulating migration,\u00a0<b>inconsistent enforcement<\/b>\u00a0and\u00a0<b>outdated legislation<\/b>\u00a0have hindered its effectiveness. A\u00a0<b>Committee on Public Enterprises (COPE)<\/b>\u00a0report highlighted\u00a0<b>administrative inefficiencies, poor appointments, and a weak legal framework<\/b>\u00a0within the SLBFE. Furthermore, security vulnerabilities in the SLBFE\u2019s outdated systems raise concerns about its ability to protect data and enforce regulations.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Efforts to educate the public remain insufficient. Remarks such as\u00a0<i>\u201cnot knowing the law is no excuse\u201d<\/i>\u00a0illustrate the disconnect between policymakers and the realities faced by those most at risk. Without targeted efforts to inform rural and low-income populations, fraudulent agents will continue to thrive.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Survey respondents unanimously agreed that\u00a0<b>there isn\u2019t enough public awareness about migration scams in Sri Lanka<\/b>, and\u00a0<b>83% expressed interest in attending awareness sessions<\/b>. This indicates a demand for proactive educational initiatives to protect potential migrants from fraud.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>Calls for Action<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">To combat migration fraud effectively, urgent reforms are needed:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Stronger Monitoring and Licensing<\/b>: Enhance SLBFE\u2019s oversight and enforcement capabilities.<\/span><\/li>\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Public Awareness Campaigns<\/b>: Extend efforts beyond social media to educate rural and low-income populations.<\/span><\/li>\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Stricter Penalties<\/b>: Enforce harsher legal consequences for fraudulent agents.<\/span><\/li>\n<li><span style=\"font-size: 16px; color: #000000;\"><b>Victim Support Systems<\/b>: Establish legal aid and financial assistance for victims of migration fraud.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">Survey participants recommended increased\u00a0<b>transparency from migration agencies, awareness campaigns, and more background research by applicants<\/b>\u00a0as measures to prevent fraud. These insights emphasize the need for multi-faceted solutions involving both individuals and institutions.<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\"><strong>A National Priority<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" align=\"LEFT\"><span style=\"font-size: 16px; color: #000000;\">The growing number of migration fraud cases underscores the urgent need for systemic reform and greater vigilance. Tackling this issue requires a collaborative effort\u2014stronger regulations, proactive public awareness initiatives, and better support systems for victims. Without decisive action, vulnerable individuals will continue to be exploited, turning their pursuit of a better future into a costly and devastating mistake.
