I was energized to pen this piece, having read with interest, the following articles in the press.<\/span><\/p>\n

    \n
  1. \u2018\u2019Change of LG representatives\u2019\u2019 in the Sinhala press of 25th<\/sup> Feb. 2025 by veteran journalist Kusal Perera explosively exposing the manoeuvers by power hungry political party leaders abusing the very objectives of the LG machinery, to achieve their selfish and ulterior political motives, underscoring the need for \u2018System Change\u2019.<\/span><\/li>\n<\/ol>\n

    \u00a02.\u201cLet creative and enterprising people head local bodies, not those with party affiliations\u201d in the English Press of 19th May 2025 by W.A.Wijewardena-Former Deputy Governor of the Central\u00a0 Bank\u00a0 also underscoring the need for \u2018System Change\u2019.<\/span><\/p>\n

      \n
    1. \u201cLG polls: Voting for ghosts in a flawed system\u201d -An Editorial in the English press dealing with the skewed LG election system that has thrown up hung councils around the country also underscoring the need for \u2018System Change\u2019.<\/span><\/li>\n<\/ol>\n

      Furthermore, the Political parties delaying the submission of names of their selected nominees up to the time of penning, have added insult to injury, pointing again to \u00a0the flaws of the system .<\/span><\/p>\n

      On the ground, the participation of voters at a low 61%, amplifies the fact that the Sovereign voters have detested the heavily politicized LG machinery for the last several years as they are compelled to consider local politicians as Middlemen\/Brokers rather than as Representatives\/ Facilitators of the people.<\/span><\/p>\n

      Ways to rationalize \u2018Representative Democracy\u2019<\/strong><\/span><\/p>\n

      After the addition of 09 Provincial Councils (each consisting of 2 or 3 Districts) armed with 455 politicized PC Members and 09 mini- Parliaments, as a new gigantic layer to the Political Administration system in 1988, an alternate proposal was floated to establish District Councils in line with Public Administration through Govt. Agents (Now District Secretaries).The proposal still remains in a state of flux. Though late in the day after the addition of the new layer, a few concerned sovereign voters, including the writer identified the need to rationalize the heavily politicised Local Govt. Machinery which consisted of some 4,500\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 politicised LG members prior to 2018. (Kusal Perera). The writer noted with concern that the real objective of LG bodies to closely deal with day-to-day affairs and future needs of the people in the localities, from \u2018womb to tomb\u2019, was continuously subverted by selfish political leaders. Thereupon, writer\u2019s \u2018Out of the box\u2019 proposal titled \u2018An alternate system for Local Govt. Elections based on the \u2018Grama Rajya\/Gam Sabha\u2019 concept appeared in the press, 28 years ago in April 1997. As usual, it also ended up in the dust bin of successive Govts. which continued to exploit the LG system for political advantage with enhanced vigour drawn from some 8,327 politicised members (Kusal Perera) adding insult to injury as forthrightly exposed by Kusal Perera.<\/span><\/p>\n

      Thereafter, a comprehensive Package of \u2018Political and Electoral reforms\/System changes\u2019 including the methodology and benefits of depoliticizing LG Machinery was presented by the writer in 2017 on the invitation of Mr. Mahinda Deshapriya (Then Chairman of the National Election Commission). It was well received by an audience consisting of Mr. Deshapriya himself and a host of his senior officers at their Auditorium. Since then, my updated proposals have continued to appear in the press and they have been submitted from 2017 to 2023 to Election Commission, All Cabinet, Parliament and President appointed Committees, PAFFREL and CMEV and some concerned Academics too. Mr. Manjula Gajanayake from CMEV\/IRED organized a Zoom Meeting on behalf of PAFFREL inviting the writer to present his updated \u2018System change package\u2019 in 2023. Subsequently, the writer was invited several times to make Zoom presentations on the educational LEADS Platform, administered by Emeritus Prof. Chula Gunasekera. His robust Foreword to the writer\u2019s recent eBooklet titled \u201cA sovereign voter\u2019s crucial \u2018System changes\u2019 to Political and Electoral Systems in Sri Lanka with pathway and benefits\u201d has added much value towards enhancing voter literacy. It is indicated therein, that updated e-copies of the eBooklet in Sinhala and\/or English languages, could be forwarded free of charge on request.<\/span><\/p>\n

      Due to inability to reach out \u00a0to the \u2018Aragalayaya-2022\u2019, of \u00a0the peaceful, intelligent new generation, who desperately upstaged the need for the aforesaid \u2018System changes\u2019, the writer addressed 02 open letters to them that were published in the press listing the said crucial \u00a0\u2018system changes\u2019 that needed\u00a0 to be legalised prior to any future Election. Unfortunately, all most all Religious and Political Leaders as well as\u00a0 Academics, Professionals,\u00a0 Trade Unions, Voter dedicated Organisations and Civil activists who openly supported the \u2018Aragalaya\u2019 went in to a deep slumber after its termination \u00a0and\u00a0 distanced themselves from demanding \u2018System Changes \u2018 for reasons best known to them.<\/span><\/p>\n

      \u00a0Also, the members of all specially appointed Committees of the successive Govts. seem to have turned a blind eye to specific and sanguine \u2018Sovereign voter based proposals\u2019 which challenged the survival of unsuitable, selfish, corrupt and\u00a0 traditional, \u00a0Politicians. Incidentally, the writer could read only the Parliament Select Committee report that was published towards the end of the \u2018Aragalaya\u2019. Obviously it had not included any of writer\u2019s crucial proposals. One wonders whether at least an Executive summary of other Committee reports have been released to ordinary public domain through the Press.<\/span><\/p>\n

      It is also evident that cunning and corrupt politicians surreptitiously ensure that sovereign voter proposals that are inimical to their survival are kept in the back burner till an Election comes round the corner, allowing them to blare out the stock excuse – \u2018\u2019This is not the time to make changes to the Constitution or the Acts governing the Political and Electoral systems! \u201d. Thus, it is abundantly clear that due to poor political literacy leading to lethargy of the sovereign voters, the politicians over the years have created a juggernaut that cannot be breached by the so called \u2018Sovereign Voters\u2019.<\/span><\/p>\n

      Unfortunately, the new Govt. too despite its super- power, went ahead with the same old unproductive LG Elections perhaps due to political expediency, investing Tax payers\u2019 money exceeding Rs. 10 Billion and generating negative returns in the eyes of the voters. The people at the periphery are now waiting in the wings with the hope that the large incoming force of 8,463 Politicians of different hues will not resort to Political bias and corruption from now onwards!<\/span><\/p>\n

      What next ?\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>\u00a0<\/span><\/p>\n

      The writer has placed much confidence on the new Govt. to embark on the said \u2018Voter based System Change\u2019 packages as they have already complied with some of them, by life-example. Thus, for future action, the writer wishes to submit below a summary of his updated \u2018System Change\u2019 proposal, for a completely depoliticized LG Machinery with methodology and benefits. It envisages the use of \u00a0\u2018Jana Sabhas\u2019 formulated by \u2018National Movement for Social Justice\u2019 (NMSJ) or any other \u2018Sabhas\u2019 established at the popular, smaller and easily accessible \u00a0\u2018Grama Niladhari Division'(GND) level, to field Independent candidates at LG Elections, in line with the \u2018Grama Rajya\/GamSabha\u2019concept. It envisions the active involvement of \u2018Sri Lanka Institute of Local Govt,(SLILG) established by a Parliamentary Act in the year 1999, to suitably train and guide the new category of Independent Representatives\/Facilitators of the people and the Local Govt. Officials accordingly.<\/span><\/p>\n

      People based \u2018System changes\u2019 to achieve real objectives of LG Machinery<\/strong>.<\/span><\/p>\n

      Methodology \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>1) At the next LG election, allow each Jana Sabha\u2019 (JS) to nominate 03 (01 Male, 01 Female and 01 youth below 35 years of age) honest, impartial and socially acceptable candidates with high integrity residing in the GND<\/strong>, so that the one garnering the highest no. of votes at each GND level will become the JS Representative\/Facilitator taking up their Needs\/Issues\/Proposals with LG authorities at Divisional Secretary Office(DSO) level.\u00a0\u00a0<\/span><\/p>\n

      2) Each Divisional Secretary shall be empowered to conduct the Election in his\/her Division in the presence of polling agents from the JS of the area.\u00a0\u00a0<\/span><\/p>\n

      3) The Office bearers at \u2018Pradeshiya Sabha\u2019, Urban and Municipal council level shall be elected by the respective JS members by vote.<\/span><\/p>\n

      4) The 14,000 + JS Representatives may be paid a monthly allowance that ensures a lesser total outlay compared to that of the existing cadre of 8,653 Politicized members.<\/span><\/p>\n

      5) \u00a0For this purpose, the next Delimitation exercise can begin forthwith, with the intention of equalizing the 22 Electoral Districts with 25 Administrative Districts thereby streamlining the system for all official purposes and deliver the services to the people in a practically convenient manner.<\/span><\/p>\n

      Benefits<\/strong><\/span><\/p>\n

        \n
      1. The LG machinery will achieve its real objectives and surely become more meaningful and effective, than the existing wasteful and corrupt LG system mainly serving the politicians.<\/span><\/li>\n
      2. Local People will receive impartial, uncorrupt and specific services avoiding administrative bottlenecks thereby saving transaction costs.<\/span><\/li>\n<\/ol>\n

        iii. Cuts in wasteful expenses, will save local LG resources and the environment.<\/span><\/p>\n

          \n
        1. With the removal of politicised LG Elections, the tax payers will save billions of Rupees and the country will save millions of Man- hours wasted on the Election Day alone.<\/span><\/li>\n
        2. Creates a nursery for genuine \u2018Country first’ Political Professionals replacing the current breeding ground for corrupt politicians.<\/span><\/li>\n
        3. Creation of a robust \u2018People based governance\u2019 under an \u2018Intensive Bottom up\u2019 approach linking the people at the periphery with National policy making at the top will become a historic reality.<\/span><\/li>\n<\/ol>\n

          Concluding Note<\/strong><\/span><\/p>\n

          As aforesaid, the Politicians as the so called \u2018People\u2019s Representatives\/Facilitators\u2019 are still being considered by the people as \u2018Middlemen\/Brokers. Therefore, the new Govt. is urged to go beyond \u2018life examples\u2019 of its members and expedite the passage of the \u2018Voter system changes to our Political and Electoral systems\u2019 to erase such perception in the minds of the people.\u00a0<\/span><\/p>\n

          Accordingly, elections for National Parliament and Provincial Councils (PC) need to be held purely on \u2018Proportionate Representation\u2019 basis where the No. of seats will be allocated according to Party vote percentages at National\/District level signifying that all voters in North, South, West and East would cast their vote only for the party of their choice.<\/span><\/p>\n

          Towards such end, the optional \u2018Preference Voting \u2018mechanism, \u00a0and complex Mixed Member Voting (MMV) system have to be replaced by\u00a0 public cleared, Electorate level, merit based nominee sub -lists compiled as District merit lists for registration during\u00a0 Nomination periods.<\/span><\/p>\n

          \u00a0As a result, our flawed \u2018Representative Democracy\u2019 will be transformed in to a robust Representative Democracy where all Voters will carry a ballot paper giving \u00a0\u2018equal value\u2018, untainted by Race, Religion or Caste.<\/span><\/p>\n

          We can then call ours, a Country where \u2018Sri Lankans\u2019 are its citizens.<\/span><\/p>\n

          \u2018\u2019If there is a will, there is a way\u201d !<\/span><\/p>\n
