color: #000000;\">The Australian Taxation Office has asked businesses to organise their JobKeeper paperwork now so payments can be administered \u201cto the right people\u201d once the scheme begins in May.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Although eligible employers can not yet enrol workers in the $130 billion wage subsidy scheme, ATO Deputy Commissioner James O\u2019Halloran said bosses must act to ensure they meet all the criteria.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">\u201cThe government\u2019s objective and our focus is to get money into the hands of the right employers, for the right employees in a timely matter to make a difference,\u201d Mr O\u2019Halloran said.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">So what can employers do before JobKeeper enrolments open on April 20?<\/span><\/p>\n<p><!--more--><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">And how can employees ensure they receive the payments?<\/span><\/p>\n<h3><span style=\"font-size: 20px; color: #000000;\">What are the requirements for employers?<\/span><\/h3>\n<p><span style=\"font-size: 20px; color: #000000;\">Employers hoping to sign up to the $1500 per fortnight payment<a style=\"color: #000000;\" href=\"https:\/\/thenewdaily.com.au\/finance\/your-budget\/2020\/04\/10\/jobkeeper-coronavirus-stimulus\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0for every eligible worker on their payroll<\/a>\u00a0can enrol in the program from April 20.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">To be eligible, employers must have paid their employees a minimum of $1500 per fortnight (before tax) over the period from March 30 until the end of April, before the subsidy kicks in.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Businesses can claim these backdated payments with the ATO and will be reimbursed during the first round of JobKeeper payments.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Bosses are also required to ensure their workplace meets eligibility conditions, which include:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px; color: #000000;\">Private sector companies, partnerships, trusts and not-for-profits with less than $1 billion in turnover must have lost 30 per cent of revenue compared to this time last year as a result of COVID-19<\/span><\/li>\n<li><span style=\"font-size: 20px; color: #000000;\">Businesses with more than $1 billion in turnover must have lost 50 per cent of revenue<\/span><\/li>\n<li><span style=\"font-size: 20px; color: #000000;\">Registered charities must have lost 15 per cent of revenue.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 20px; color: #000000;\">Based on the information provided to the ATO, companies will receive a notice of acknowledgement and acceptance into JobKeeper once they have enrolled.<\/span><\/p>\n<h3><span style=\"font-size: 20px; color: #000000;\">Do employees need to register their interest?<\/span><\/h3>\n<p><span style=\"font-size: 20px; color: #000000;\">Not with the ATO.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Employees interested in learning more about their eligibility \u2013 and whether they qualify for the scheme \u2013 should speak to their employer.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Workers and businesses will be required to complete a\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.ato.gov.au\/Forms\/JobKeeper-payment---employee-nomination-notice\/\" target=\"_blank\" rel=\"noopener noreferrer\">JobKeeper employee nomination notice,\u00a0<\/a>which solidifies the legal obligation to deliver payments over the six-month term.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Mr O\u2019Halloran said effective co-operation will allow a seamless transition for employers and employees onto the program.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">\u201cWe just want to make sure people are eligible, and we can streamline the process to ultimately get the payment to them,\u201d Mr O\u2019Halloran said.<\/span><\/p>\n<h3><span style=\"font-size: 20px; color: #000000;\">Is there any oversight for employers?<\/span><\/h3>\n<p><span style=\"font-size: 20px; color: #000000;\">Mr O\u2019Halloran said the ATO will implement oversight mechanisms that ensure the $1500 payments are delivered \u201cin the right circumstances under the law\u201d.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">\u201c[The ATO] will have in place appropriate checks and balances to monitor payments and will monitor any claims over the months that attract our attention,\u201d Mr O\u2019Halloran said.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">However, Centre for Future Work senior economist Alison Pennington said eligible employers could weaponise the subsidy to slash workers or alter working conditions.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">\u201cWe could see not only increased employer power to pocket this subsidy and get more control over their workers \u2026 but [they may] not even pass on the full volume of the subsidy,\u201d\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.3cr.org.au\/sticktogether\/episode-202004150830\/wage-subsidy\" target=\"_blank\" rel=\"noopener noreferrer\">Ms Pennington told\u00a0<em>3CR.<\/em><\/a><\/span><\/p>\n<h3><span style=\"font-size: 20px; color: #000000;\">What else should I know?<\/span><\/h3>\n<p><span style=\"font-size: 20px; color: #000000;\">The Morrison government\u00a0<a style=\"color: #000000;\" href=\"https:\/\/coronavirus.fairwork.gov.au\/coronavirus-and-australian-workplace-laws\/flexibility-in-workplace-laws-during-coronavirus\/jobkeeper-changes-to-the-fair-work-act\" target=\"_blank\" rel=\"noopener noreferrer\">moved to add new provisions<\/a>\u00a0to the Fair Work Act when it passed the JobKeeper legislation through parliament last week.<\/span><\/p>\n<p><span style=\"font-size: 20px; color: #000000;\">Among these new rules, employers will be allowed to:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 20px; color: #000000;\">Enact \u2018JobKeeper enabling stand down directions\u2019 if an employee cannot perform their usual hours or if their business is affected because of coronavirus restrictions<\/span><\/li>\n<li><span style=\"font-size: 20px; color: #000000;\">Order workers to perform duties at different days and times<\/span><\/li>\n<li><span style=\"font-size: 20px; color: #000000;\">Request employees to take annual leave (ensuring that employee maintains two weeks\u2019 holiday balance).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 20px;
