May I speak in the name of God: Father, Son and Holy Spirit. Amen.
\n<\/span>
\nI was deeply moved to have received Father Dushy\u2019s invitation to <\/span>preach on this occasion on the very evening of his appointment by <\/span>Archbishop Justin exactly one month ago, and I am glad to be doing <\/span>so for a couple of reasons.
\n<\/span>
\nWhen the Diocese of Colombo celebrated its centenary in 1945 the <\/span>Rev. Lakdasa de Mel, an old boy of Royal College, became the first <\/span>Sri Lankan to be consecrated an Anglican Bishop. This year, in its <\/span>175th year, in Fr Dushy our Diocese, at long last, receives its first <\/span>Thomian Bishop and as the present Warden of S. Thomas\u2019 College I <\/span>am particularly honoured to preach on this historic occasion.
\n<\/span>
\nFounded by Bishop James Chapman to serve as the Divinity School <\/span>for his new Diocese, over the years S. Thomas\u2019 has produced many <\/span>priests but no Bishop until now. I am also of course very glad to be <\/span>here to support one who has been a friend and colleague in ministry <\/span>for many years. So, thank you Father D for your gracious invitation <\/span>to share the joy of this day with you and Shehara and the entire <\/span>Diocese as you begin your journey as our 16th Bishop.
\n<\/span>
\nMy text this afternoon is an excerpt from the Epistle chosen for this <\/span>service (Ephesians 4: 11, 12) \u2013 \u201cThe gifts he gave were that some <\/strong><\/em><\/span>would be apostles\u2026 to equip the saints for the work of ministry, for <\/span><\/strong><\/em>building up the body of Christ…\u201d<\/em>\u00a0<\/strong>
\n<\/span>
\nAccording to Luke 6:13, Jesus chose twelve disciples, including St <\/span>Simon and St Jude, who we remember today, and commissioned <\/span>them to be Apostles, to go into the world to proclaim his Gospel, to <\/span>serve people and to point the way to God. After Jesus\u2019 Ascension the <\/span>Apostles passed on the Apostolic Office and Ministry to their <\/span>successors, the first Bishops according to some Church Fathers.
\n<\/span>
\nAnglicans believe that Bishops therefore are called to guard the <\/span>apostolic \u201cgood deposit of faith\u201d<\/strong><\/em> and to give visionary leadership to <\/span>the Church to fulfill God\u2019s Mission. Whether or not everyone agrees <\/span>with this view of Episcopacy, all can agree with St Paul that <\/span>apostolicity, among the other ministries, is a gift of the Spirit \u2013 \u201cto <\/strong><\/em><\/span>equip the saints\u201d<\/strong><\/em>, the whole baptized people of God, for \u201cbuilding <\/strong><\/em><\/span>up the Body of Christ\u201d<\/strong><\/em>, the Church, for \u201cthe work of ministry\u201d<\/strong><\/em>, the <\/span>task of mission.
\n<\/span>
\nThe nature of episcopal ministry has changed over time and today an <\/span>Anglican Bishop is expected to multi task. I will not repeat what is <\/span>stated in the Declarations of the Ordination Liturgy about the <\/span>multifaceted role a Bishop is called to play. I want to however, share <\/span>with you Father Dushy the words of the Lambeth Fathers of 1988 <\/span>who expressed it well when they agreed that a Bishop is not just <\/span>\u201cA symbol of Unity\u2026a teacher and defender of the faith, a pastor <\/span>of the pastors and of the laity, an enabler in the preaching of the <\/span>Word, and in the administration of the Sacraments, a leader in <\/span>mission\u2026a shepherd who nurtures and cares for the flock of God\u201d <\/span><\/strong><\/em>but one who is also called to be,<\/span>
\n\u201ca physician to whom are brought the wounds of society;<\/span><\/strong><\/em>
\na voice of conscience within the society in which the local Church <\/span>is placed;<\/span><\/strong><\/em>
\na prophet who proclaims the justice of God in the context of the <\/span>Gospel of loving redemption;<\/span><\/strong><\/em>
\na head of the family in its wholeness, its misery and its joys\u2026the <\/span><\/strong><\/em>family\u2019s centre of life and love.\u201d<\/strong><\/em>
\n<\/span>
\nAll this points to the fact that fundamentally a Bishop\u2019s ministry is a <\/span>very personal one in which he must foster a personal touch by <\/span>walking alongside people\u2013 all who know you will agree that God has <\/span>blessed you with the ability to do this.
\n<\/span>
\nThis is the need of the hour, because you assume the mantle of <\/span>Bishop of Colombo at a challenging time. We are not just in a world <\/span>changed forever by Covid-19 but one in which many people are <\/span>being dehumanized in a multitude of ways, as described for instance <\/span>by Pope Francis in his recent Social Encyclical Fratelli tutti.
\n<\/span>
\nIt is in the midst of some harsh realities that you are called to lead the <\/span>Church in this Diocese to reflect God\u2019s concerns and priorities as we <\/span>engage in God\u2019s Mission. Father Dushy, you share a name with one <\/span>of our Church\u2019s most courageous theologians, Bishop Lakshman <\/span>Wickremesinghe. Addressing the CMS in 1979 on the subject <\/span>Mission, Politics and Evangelism Bishop Lakshman said, \u201cThe <\/strong><\/em><\/span>kingdom of God comes on earth not only when individuals are <\/span>converted to Christ but also when society lives more in accordance <\/span><\/strong><\/em>with the values of this kingdom.\u201d<\/strong><\/em> Herein lies a challenge to us even <\/span>today. Our message is not just about personal salvation, as vital as <\/span>that is, but also one of hope in the renewal of Creation through the <\/span>incarnation, life and work of Jesus: God\u2019s way of perfecting a world <\/span>which God always sees as \u2018good\u2019<\/strong><\/em> however \u2018bad\u2019<\/strong><\/em> we make it. This is <\/span>why for Anglicans Mission is not just evangelism but is seen in the <\/span>broader context of the Marks of Mission. But if the Church is to <\/span>engage in this kind of holistic and integral Mission there is need for <\/span>honest self-scrutiny and a radical change of direction in order that we <\/span>may be a certain kind of Church:<\/span><\/p>\n

\u2756 A Church that is a sacramental and eucharistic community <\/span>that worships God for God\u2019s sake, (not just to satisfy the <\/span>individual and relative tastes of the worshippers), and allows <\/span>all worship to be the springboard for Mission.
\n<\/span>
\n\u2756 A Church that proclaims the Reign of God as Jesus did; <\/span>preaching and teaching the Gospel of wholeness and <\/span>abundant life.
\n<\/span>
\n\u2756 A Church in which childlike faith will not be viewed as a <\/span>threat to intellectual pursuits and vice versa, that through its <\/span>processes of formation calls its members, both clergy and <\/span>laity, to lives of integrity and simplicity, intentional <\/span>discipleship and authentic spirituality.
\n<\/span>
\n\u2756 A Church that as an \u201cextension of the Incarnation\u201d <\/strong><\/em><\/span>celebrates diversity, and honours difference by being an <\/span>inclusive community in which ALL<\/strong> will be welcome and no <\/span>one will be excluded on the basis of any of the narrow <\/span>distinctions that continue to divide human beings. So a <\/span>Church that will \u201cseek the lost\u201d, \u201cbring back the strayed\u2019, <\/span>\u201cbind up the injured\u201d and \u201cstrengthen the weak\u201d as the <\/span>Prophet Ezekiel said God would do. <\/span><\/p>\n

\u2756 A Church that is a living organism rather than a religious <\/span>system or organization. One that is not, what Bishop <\/span>Lakshman called \u201ca captive church\u201d but one freed from the <\/span>chains of hierarchy and bureaucracy, in which Mission is <\/span>given the priority over the long term interests of \u201cthe <\/span>ecclesiastical establishment\u201d. A Church then that is truly a <\/span>Movement of the Spirit than a Monument to past glory!
\n<\/span>
\n\u2756 A Church that promotes within itself and in society at large <\/span>the radically Christian principles of liberty, fraternity, <\/span>equality, and mutuality while upholding democratic values <\/span>and working for truth and reconciliation, peace with justice.
\n<\/span>
\nWhile you will undoubtedly value the inheritance of the past, and <\/span>build on foundations laid by your predecessors over 175 years, you <\/span>will need to ensure our living faith continues to be relevant by taking <\/span>the Gospel of generosity, love and grace directly to where the people <\/span>are and where life happens.
\n<\/span>
\nAll this is a pretty tall order Father Dushy. The task is demanding <\/span>and will require of you, in words attributed in the context of <\/span>episcopal ministry to Rowan Williams, \u201cthe constitution (or <\/span>stamina) of an ox and the skin of a rhinoceros\u201d!
\n<\/span>
\nBut the task will also require you to adopt a leadership lifestyle that <\/span>is in line with that of Jesus\u2019, the Fount of all Ministry and the only <\/span>authentic model of leadership for the Church. Lesslie Newbigin <\/span>defined a Bishop as one who so follows \u201cJesus in the way of the <\/span>cross that others find it possible to follow too\u2026\u201d So look unto Jesus <\/span>and lead like Him.
\n<\/span>
\n\u2756 Lead like Jesus, who had absolutely no confusion about the <\/span>true nature of his Mission \u2013 He came to serve, not to be <\/span>served and was not afraid \u201cto spend and be spent\u201d in His <\/span>work, which, as Bishop Chapman said, is the \u201cgreatest and <\/strong><\/em><\/span>best privilege.\u201d<\/strong><\/em>
\n<\/span>
\n\u2756 Lead like Jesus, \u201cthe human face of God\u201d<\/strong><\/em>, who reflected <\/span>God\u2019s radically inclusive love for all people, at all times and <\/span>in all places and be a true People\u2019s Bishop.
\n<\/span>
\n\u2756 Lead like Jesus, patient and faithful in your relationships, <\/span>courageous and consistent in decision making, remembering <\/span>to be \u201clike the serpent keen and wise, harmless as a dove\u201d<\/em> <\/strong><\/span>when bringing change where change is needed, especially if <\/span>you need \u201cto uproot and tear down\u2026to build and to plant.\u201d<\/em><\/strong><\/span>
\n(Jeremiah 1: 10).
\n<\/span>
\nWhile exercising the episcopal ministry of oversight you will often <\/span>feel lonely, BUT, you will not<\/em><\/strong><\/span> be alone. Remember that God will be <\/span>with you and grant you all the grace necessary to fulfill the demands <\/span>of God\u2019s Call. You will have the ever faithful Shehara by your side, <\/span>and you will also have the support, solidarity and prayers of all of us.
\n<\/span>
\nWe Anglicans describe ourselves as \u201cepiscopally led and <\/strong><\/em><\/span>synodically governed.\u201d<\/strong><\/em> The word \u201csynod\u201d<\/strong><\/em> is said to be derived from <\/span>a Greek word meaning \u201cwalking together\u201d<\/strong><\/em> and so we believe that <\/span>while exercising your unique apostolic ministry you will walk <\/span>together with us, your fellow workers, in consultation and <\/span>collaboration, affirming and encouraging us to use the gifts and <\/span>talents with which God has endowed us. This will not only enhance <\/span>our unity and collegiality but also our credibility.
\n<\/span>
\nWhat the Church in this country needs now more than ever is this <\/span>sort of radical leadership that will show people Jesus, when they ask <\/span>you, as they did the first Apostles, \u201cwe wish to see Jesus.\u201d<\/strong><\/em> (John 12: <\/span>21) By leading like this you will be \u201cequipping the saints for the <\/strong><\/em><\/span>work of ministry, building up the body of Christ\u2026\u201d<\/strong> <\/em>and the Church <\/span>will fulfill its true calling of bringing the light of the unchanging <\/span>Gospel to an ever changing world.<\/span><\/p>\n

I want to end with some words from the old Prayer Book Ordinal my <\/span>dear brother as you take up the pastoral staff of our Diocese today:<\/span>
\n\u201cBe to the flock of Christ a shepherd, not a wolf; feed them, devour <\/span>them not. Hold up the weak, heal the sick, bind up the broken, <\/span>bring again the outcasts, seek the lost. Be so merciful, that you be <\/span>not too remiss; so minister discipline, that you forget not mercy; <\/span>that when the Chief Shepherd shall appear, you may receive the <\/span><\/strong><\/em>never-fading crown of glory.\u201d<\/strong><\/em>
\n<\/span>
\nMay God who has called you to this ministry journey with you from <\/span>this day and beyond.
