Special Direction: CAASL-AMS-COVID -19-4 <\/span><\/strong><\/h1>\n

Special CAASL Guidelines for resumption of Operations at Bandaranaike International Airport (CMB) and Mattala Rajapaksa International Airport (HRI) from 21st January 2021<\/span><\/strong><\/span><\/h1>\n

11.01.2021<\/span><\/strong><\/h1>\n

The COVID-19 pandemic continues to be prevalent around the world. Disturbing lives and <\/span>livelihoods of all Nations. The public health crisis have already exceeded the predictions with <\/span>longer than anticipated destruction to all aspects of the world economy causing huge impact on <\/span>leading businesses, supply chains and impeded global mobility & freedom of movement.
\n<\/span>
\nAviation Industry is one of the major impacted industries due to COVID-19 pandemic, a large <\/span>proportion of the global fleet, air crew, airport operations staff were affected due to restrictions <\/span>of air travel, closure of airports and major lockdowns.
\n<\/span>
\nIn this background, CAASL has developed and published this guideline document in the form of a <\/span>Special Direction to provide operational recommendations for all stakeholders involved in <\/span>aviation industries and at the Points of Entries (PoE) in accordance with the official <\/span>communication of Presidential Task Force for Economic revival and poverty eradiation, Ministry <\/span>of Health, Ministry of Tourism, State Ministry of Aviation & Development of Export Zones, Sri <\/span>Lanka Tourism Development Authority and Airport & Aviation Services of Sri Lanka.
\n<\/span>
\nThe requirements contained in this document are applicable to Persons\/Organizations holding <\/span>an Air Operator Certificate, Aerodrome Certificate and Licence issued by the Director General of <\/span>Civil Aviation Sri Lanka for commercial air transportation. All above mentioned parties shall <\/span>comply with the requirements of this document strictly until further notice.
\n<\/span><\/p>\n

A. International Arrivals.<\/span><\/span><\/strong><\/h2>\n

I. Tourist to arrive through Charter Flights, Scheduled Flights and Private Jets.<\/span>
\nII. Arrival of Tourists shall be less than 2500 per day.<\/span><\/p>\n

B. Guidelines to the Airlines.<\/span><\/strong><\/span><\/h2>\n

It is important to adhere all the public health precautionary measures and safety<\/span>
\nmeasures by the Airlines in accordance to the CAASL guidelines.<\/span>
\nThe Airlines are responsible to ensure adherence to below mentioned requirements at<\/span>
\nany given time.<\/span><\/p>\n

1. Issuing Visa & Air Tickets.<\/span><\/strong><\/span><\/h3>\n

\uf0d8 VISA<\/strong><\/span>
\nI. Visa shall be processed online.<\/span>
\nII. Mandatory to pay for 2 PCR tests. If the stay is more than 7 days a <\/span>3rd PCR test may be required as per the Ministry of Health<\/span>
\nguidelines.<\/span>
\nIII. COVID-19 Insurance which covers for a minimum amount of Sri <\/span>Lankan Rupees 5 million equivalent in US$. The validity of this<\/span>
\ninsurance for a month is mandatory and could be paid through the <\/span>Tourism Mobile App (when available) or at the time of the hotel <\/span>booking or when purchasing airline ticket.
\n<\/span>
\n\uf0d8 Airline Tickets<\/strong><\/span>
\nI. Prior to issuing the airline ticket, airlines shall check and confirm <\/span>the availability of<\/span>
\na) Paid receipt for 2 PCR tests.<\/span>
\nb) COVID-19 Insurance cover<\/span>
\nc) Pre confirmed hotel booking for the period of stay in Sri <\/span>Lanka.
\n<\/span>
\nII. Should provide Health Declaration Form (HDF) along with the air <\/span>ticket to the passenger. The passengers shall be instructed to have <\/span>the completed HDF with them prior disembarkation at Sri Lankan <\/span>Airports.<\/span><\/p>\n

\n2. Boarding and disembarking of passengers.<\/strong><\/span><\/h3>\n

\uf0d8 Shall adhere to GD 011, Appendix A, No. 16 \u2013 boarding and <\/span>Disembarkation.<\/span>
\n\uf0d8 In flight seat allocation \u2013 It is not necessary to segregate Tourists and paid <\/span>passengers on board, seating may be allocated according to the availability<\/span>
\nof seats.<\/span>
\n\uf0d8 At the boarding counter \u2013 It is mandatory to check and confirm the <\/span>following with passengers.<\/span>
\nI. A negative PCR test done within 96 hours of the time of boarding.<\/span>
\nII. Receipt of the 2 PCR tests to be done in Sri Lanka.<\/span>
\nIII. COVID-19 insurance cover as per above No. 1 VISA III.<\/span>
\nIV. Confirmed Hotel reservation.<\/span>
\nV. Duly completed HDF.<\/span>
\nVI. If the HDF is not completed, instruct the passenger to do so during<\/span>
\nthe flight.<\/span>
\n\uf0d8 On board announcements \u2013 Shall comply with GD 011, Appendix A, No. 20.<\/span>
\n\uf0d8 Cabin Crew shall maintain the physical distancing in accordance to GD 011,<\/span>
\nAppendix A, No. 15.<\/span>
\n\uf0d8 Cleaning and disinfection of the aircraft shall be done in accordance to GD<\/span>
\n011, Appendix A, No. 13.<\/span>
\n\uf0d8 Management of suspected passenger and crew member on board shall be<\/span>
\ndone in accordance to GD 011, Appendix A, No. 9 & 10.<\/span>
\n\uf0d8 Passengers with disabilities on board shall be handled in accordance to GD<\/span>
\n011, Appendix A, No. 18.<\/span>
\n\uf0d8 Disembarkation of passengers shall be done in coordination with airport<\/span>
\noperator to ensure adherence to social distancing and other public health<\/span>
\nrequirements.<\/span><\/p>\n

3. Maintenance of the Aircraft.<\/span><\/strong><\/h3>\n

\uf0d8 Shall maintain air system of the cabin according to the International <\/span>Standards.<\/span>
\n\uf0d8 Shall comply with the requirements of GD 011, Appendix A, No. 13 cleaning <\/span>& disinfection of aircraft and General Air-conditioning of the aircraft GD<\/span>
\n011, Appendix B, 5.2.<\/span><\/p>\n

4. On Board isolation area.<\/span><\/strong><\/h3>\n

\uf0d8 It is not mandated to have a quarantine zone in the cabin.<\/span>
\n\uf0d8 Airline should make all effort to arrange passengers separately.<\/span>
\n\uf0d8 The last 3 rows of seats should be reserved as an isolation area for handling <\/span>possible in-flight emergencies if feasible only.<\/span>
\n\uf0d8 The rear lavatory on the right side should be designated for the exclusive <\/span>use by those under isolation.<\/span><\/p>\n

5. Temperature screening.<\/span><\/strong><\/h3>\n

\uf0d8 According to the risk levels of different flights, passenger\u2019s body <\/span>temperature shall be measured at different phases of the flight. For this <\/span>purpose non-contact infra-red thermometers shall be used.<\/span>
\n\uf0d8 Shall maintain adequate number of said thermometers on board <\/span>(minimum 04 units shall be available on fights exceeding 04 hours). <\/span>(Refer to GD 011, Appendix A, No. 6)<\/span><\/p>\n

\nC. Guidance to Airports.<\/span><\/strong><\/span><\/h2>\n

1. Airports shall strictly comply with GD 011, Appendix B except 11.6(b) and 11.8. <\/span>This includes prevention control measures, temperature screening, public health <\/span>measures at general check-in area and terminal area. Ventilation of the airport, <\/span>cleaning and disinfection, waste disposal, personal hygiene of passengers & staff <\/span>and hygiene requirements of ferry buses.<\/span>
\n(Note: PCR tests to be conducted at the relevant accommodation hotel)<\/span><\/strong><\/em><\/p>\n

\n2. Procedure to be adopted for the disembarking passengers.<\/span><\/strong><\/span><\/h3>\n

\uf0d8 Disembarkation shall be done through aero bridges as much as possible.<\/span>
\n\uf0d8 It is advised to disembark passengers batch by batch adhering to social <\/span>distancing and considering smooth flow of passengers without creating<\/span>
\ncongestion.<\/span>
\n\uf0d8 Shall ensure all passengers don a mask.<\/span>
\n\uf0d8 Shall disinfect passenger hands, shoes and hand luggage. (Not a <\/span>comprehensive disinfection, shall not spray disinfectants to the body)<\/span>
\n\uf0d8 Temperature screening shall be done at a designated place before the <\/span>passengers go to immigration area. (The designated place shall be<\/span>
\nidentified and place the thermal scanner accordingly).<\/span>
\n\uf0d8 Passengers shall submit their HDF to the public health desk and shall be <\/span>directed to the immigration area. <\/span>
\n\uf0d8 Following the immigration procedures, the passengers shall be directed to <\/span>the duty free area (passengers may allow to remain in duty free area for a<\/span>
\nwhile). Then the passengers shall be guided to the baggage claim area and <\/span>through customs to the hotel counters.<\/span>
\n\uf0d8 Hotel counters and bank counters shall be established at the arrival lobby.<\/span>
\n\uf0d8 Tourist and the paid passenger counters shall be segregated.<\/span>
\n\uf0d8 Tourists shall be accepted by the relevant hotel agents and guided to the <\/span>relevant hotel transport.<\/span>
\n\uf0d8 Paid passengers shall be accepted by the military personal and guided to <\/span>the relevant transport.<\/span><\/p>\n

3. Procedures to be adopted for the embarking passengers.\u00a0<\/span><\/span><\/strong><\/h3>\n

\uf0d8 All passengers shall don a mask.<\/span>
\n\uf0d8 All passengers shall be subjected to a brief disinfection at the departure <\/span>main entrance (Hands, shoes and luggage).<\/span>
\n\uf0d8 Temperature check shall be done at the entrance.<\/span>
\n\uf0d8 Passengers shall be directed to the passenger waiting area\/departure <\/span>lobby through security check.<\/span>
\n\uf0d8 At the departure lobby passengers will have to wait adhering to the social <\/span>distancing and other public health measures.<\/span>
\n\uf0d8 Then the passengers shall be directed to the check-in counters once the <\/span>said counters are opened.<\/span>
\n\uf0d8 At the check-in counter, travel documents shall be checked including PCR <\/span>negative report as per the requirements of the airline and the receiving<\/span>
\ncountry.<\/span>
\n\uf0d8 Following the check-in procedures, passengers shall be directed to the <\/span>immigration, duty free area\/lounges\/peer or to the allocated gates.<\/span>
\n\uf0d8 At the gate, the formal security check shall be done and then the <\/span>passengers shall be guided to the designated gate waiting area.<\/span>
\n\uf0d8 Passengers shall be wait in the gate waiting area until the boarding time, <\/span>then shall be boarded to the aircraft batch by batch.<\/span><\/p>\n

\n4. To facilitate above mentioned procedures above (No. 2 & 3) airport operator <\/span>shall maintain strict public health precautionary measures which are mentioned <\/span>below.<\/span><\/span><\/h3>\n

\uf0d8 Always shall comply with GD 011, Appendix B.<\/span>
\n\uf0d8 Further, below mentioned facilities and services shall be made available.<\/span>
\na) Shall place adequate hand sanitizers at the mostly visited areas,<\/span>
\nb) Social distancing shall be maintained throughout the passenger <\/span>handling procedure.<\/span>
\nc) Washrooms shall be cleaned and disinfected according to the <\/span>frequency determined by the airport operator. The frequency of <\/span>cleaning and disinfection may be determined according to the time <\/span>duration or number of passengers used. Example: In every half an <\/span>hour or in every \u201cX\u201d number of passengers.<\/span>
\nd) Kiosks\/restaurants should be opened for food and beverages <\/span>(water and soft drinks). Food shall be sold in sealed packs. In-dine <\/span>services are not allowed.<\/span>
\ne) Shall maintain Bank facilities.<\/span>
\nf) Duty free shops should be kept open adhering to the strict public <\/span>heath precautionary measures.<\/span><\/p>\n
